Amidst the growing demands of modern hospital governance, management officers require not only professional expertise but also systems thinking, planning capability, and effective execution. To develop a leadership team that meets the standards of modern hospital administration, University of Medicine and Pharmacy Hospital Ho Chi Minh City (UMC) is implementing a series of internal training programs for management officers, featuring content directly linked to operational management across departments, rooms, centers, and units.

The activity series includes the training program "Skills in Project Proposal Formulation in Hospital Administration: From Necessity to Feasibility and Effectiveness" and a thematic talk session on "Personal Income Tax Optimization." These contents are designed to support management officers in enhancing their skills, formulating project proposals, and updating necessary knowledge to serve the implementation of tasks within their units.

Speaking at the training program on project proposal skills, Specialist Doctor Level II Trần Thanh Hưng, Head of the Human Resources Department at UMC, emphasized the importance of equipping and upgrading essential skills for the management team, thereby enhancing management and operational capacity, utilizing resources effectively, and contributing to improving the operational quality of departments, rooms, and units.

The program "Skills in Project Proposal Formulation in Hospital Administration: From Necessity to Feasibility and Effectiveness" is designed with a practical approach, helping management officers step-by-step approach the methods of formulating, appraising, and finalizing project proposals based on the needs and issues arising in unit operations. The content focuses on guiding how to identify issues, formulate objectives, solutions, resources, implementation plans, and evaluate expected effectiveness.

Under the guidance of Dr. Nguyễn Kim Đức, Deputy Head in Charge of the Faculty of Economics and Standing Deputy Director of the Institute for Regional Development Research and Consultancy at the University of Economics Ho Chi Minh City, the program provided an environment for trainees to exchange and discuss situations arising during unit administration. The contents were delivered in an accessible manner, supporting their application in professional activities and governance work.

Alongside the module on project proposal formulation, UMC also organized a thematic talk session titled "Personal Income Tax Optimization" for management officers. This session focused on updating new regulations of the Personal Income Tax Law taking effect on July 1, 2026, while discussing matters related to tax obligations, common risks, and legal tax-optimization solutions.

The program was presented by Dr. Phan Phương Nam, Lecturer at the University of Law Ho Chi Minh City, Chairman of the Hòa Bình Commercial Arbitration Center, and Dr. Phạm Hoài Huấn, Managing Lawyer at LSG Law Firm LLC. Through these shared insights, management officers had the opportunity to update policy changes and enhance their understanding of fulfilling tax obligations in strict compliance with the law.

Through this series of internal training programs, UMC continues to provide opportunities for the management team to update their knowledge, refine their operational skills, and develop organizational execution capabilities. This is also one of the activities contributing to building a continuous learning environment at UMC, while developing a management human resource with innovative thinking, proactive engagement in operational improvement, enhanced quality of patient care, and the promotion of the Hospital's sustainable development.
