Guide to Health Insurance Procedures for Non-referral Visits at University Medical Center Ho Chi Minh City, Effective July 1, 2026

To ensure that patients receive their full Health Insurance benefits for non-referral visits when receiving medical care at the Hospital, please review the following information and present all required documents correctly and completely.

🎯 Applicable patients:
Outpatients receiving medical care from July 1, 2026 onward.

📋 Procedures for Health Insurance for Non-referral Visits:
Patients must present their Health Insurance information and a photo identification document when registering for medical examination.

💳 Health Insurance coverage:
Patients are entitled to 50% of their standard Health Insurance benefit level, specifically:

  • For Health Insurance cards with a 100% benefit level: coverage of 50% of eligible medical expenses.
  • For Health Insurance cards with a 95% benefit level: coverage of 47.5% of eligible medical expenses.
  • For Health Insurance cards with an 80% benefit level: coverage of 40% of eligible medical expenses.

Cases not covered by Health Insurance
(applicable to both referral and non-referral visits)

  • Medical examination, treatment, rehabilitation, routine antenatal care, and childbirth expenses that have already been covered by the State budget.
  • Nursing and convalescent care at nursing or convalescent facilities.
  • General health check-ups.
  • Pregnancy testing and diagnosis not intended for treatment purposes.
  • Assisted reproductive technologies, family planning services, uterine aspiration, and abortion, except where termination of pregnancy is medically required due to a pathological condition of the fetus or the pregnant woman.
  • Cosmetic and aesthetic services.
  • Treatment of strabismus and refractive errors for persons aged 18 years and older.
  • Use of replacement medical devices, including prosthetic legs, prosthetic arms, artificial eyes, dentures, eyeglasses, hearing aids, and mobility aids used in medical examination, treatment, and rehabilitation.
  • Medical examination, treatment, and rehabilitation in disaster situations.
  • Treatment for addiction to drugs, alcohol, or other addictive substances.
  • Medical assessment, forensic examination, and forensic psychiatric examination.
  • Participation in clinical trials or scientific research.

⚠️ Important notes:

  • On the same day, a patient cannot receive Health Insurance reimbursement for both a specialty covered under referral benefits and another specialty covered under Health Insurance for Non-referral Visits.
  • Patients must register for Health Insurance for Non-referral Visits before entering the consultation room.
  • Patients classified as poor households, near-poor households, or households that have recently risen above the near-poor threshold in Ho Chi Minh City will not be eligible for the City’s additional Health Insurance medical expense support when using Health Insurance for Non-referral Visits.
