The 4th Party Committee Congress of the University of Medicine and Pharmacy Hospital, Ho Chi Minh City, term 2025-2030
On March 11, 2025, at the University of Medicine and Pharmacy Hospital, Ho Chi Minh City (BV ĐHYD), the Hospital Party Committee solemnly held the 4th Party Congress, term 2025-2030. This is an important political event, marking a new development step in Party building work, reflecting the spirit of unity, democracy, and responsibility. The Congress also serves as an occasion to summarize the past journey and set the development direction for the upcoming period.
Attending the Congress, from the Party Committee of the University Medical Center Ho Chi Minh City, were Comrade Trần Diệp Tuấn – Party Secretary, Chairman of the Council of the University Medical Center Ho Chi Minh City; Comrade Ngô Quốc Đạt – Deputy Party Secretary, President of the University Medical Center Ho Chi Minh City; Comrade Nguyễn Hoài Phong – Executive Member of the Party Committee, Head of the Inspection Committee.
From the Hospital Party Committee side, attending the Congress were Comrade Nguyễn Hoàng Bắc – Party Committee Secretary, Hospital Director; Comrade Đặng Anh Long – Deputy Party Committee Secretary, Head of the Finance and Accounting Department; Comrade Nguyễn Hoàng Định – Party Committee Member, Deputy Hospital Director; Comrade Lê Thị Anh Hoa – Party Committee Member, Head Nurse of the Outpatient Department. The Congress also warmly welcomed Associate Professor Dr. Nguyễn Minh Anh – Deputy Hospital Director, Comrade Thân Minh Châu – Deputy Secretary of the Hospital Youth Union, together with other Party members.
At the Congress, delegates heard a report on the implementation results of the Congress Resolution for the 2020–2025 term and set objectives, orientations, tasks, and targets for the 2025–2030 term. In the past term, the Hospital Department Party Committee led all Party members, staff, and workers, overcoming many difficulties and achieving notable successes in areas such as medical treatment, training, scientific research, information technology application; promoting administrative reform – quality – economy. At the same time, it continuously invested in improving the quality of facilities, providing full equipment, supplies, medicines, and chemicals. Especially, during the COVID-19 pandemic, under the close leadership of the Department Party Committee and decisive, humane policies, the hospital staff and workers remained steadfast, united, and excellently completed the assigned tasks.
Looking toward the new term, the Party Committee determines its resolve to build a strong Party organization, promote a spirit of unity, and successfully complete the assigned tasks. Simultaneously, it focuses on enhancing the political level, ideology, revolutionary moral qualities, and work capabilities of cadres, Party members, staff, and workers, contributing to the sustainable development of the Hospital, achieving the successful tasks of the Health sector and the Party Congress resolutions at all levels for the 2025–2030 term.
Guidance direction, affirming development strategy
Speaking directive at the Congress, Comrade Trần Diệp Tuấn acknowledges and highly evaluates the outstanding achievements of the Hospital Department Party Committee achieved in the past term. He emphasizes that the Hospital Department Party Committee should continue to focus on Party building, governance building, and youth union organizations, ensuring unity and consistency with the overall development orientation of the University and the Hospital.
He requests the Hospital to focus on developing a model practice hospital of the university, building a training management system, providing favorable conditions for lecturers, trainees, and students in teaching, learning, and research. At the same time, it is necessary to develop a management model aimed at achieving JCI standards throughout the hospital, intensify digital transformation in a focused, systematic, and integrated manner, effectively serving management and professional tasks. In particular, Comrade Trần Diệp Tuấn demands the Hospital to develop a strategic development plan for the next five years, ensuring flexibility, relevance to reality, and timely response to the demands and challenges of the health sector.
Absorbing directives, guiding actions for the new term
On behalf of the Hospital Department Party Committee, comrade Nguyễn Hoàng Bắc sincerely thanks the upper-level Party Committee for their close attention and guidance. The department’s Party Committee seriously absorbs and concretizes the directives into practical action programs that suit the actual situation at the Hospital.
Regarding Party building work, the comrade emphasizes accelerating planning, training, and capacity building to ensure that the management staff have sufficient professional competence and leadership skills. In parallel, the Hospital will continue to invest in the development of training and scientific research, affirming its role as a model teaching hospital of the university; completing a five‑year strategic development plan, aiming to achieve JCI accreditation for the entire Hospital and to improve the quality of medical care and community service.
The Congress elected the Hospital Department Party Committee Executive Board for the 2025‑2030 term, consisting of the following five comrades:

Speaking on receiving the task, Comrade Nguyễn Hoàng Bắc affirmed: “Facing the demands and tasks of the new period, the Hospital Department Party Committee will continuously strive, promote a sense of responsibility, unity, and innovation, making the Hospital increasingly strong and reliable, worthy of being a trusted medical care destination for the people.”
With a high spirit of consensus, the Congress passed the Congress Resolution, demonstrating the unity and determination of all Party members in realizing the set objectives. The resolution is an important direction, further affirming the role, responsibilities, and resolve of the Hospital Department Party Committee in the mission of caring for and protecting the health of the people.
