Training - Technical Transfer

Ho Chi Minh City University of Medicine and Pharmacy Hospital was assigned by the Ministry of Health to train and transfer techniques to lower-level hospitals according to Decision No. 2636/QD-BYT dated June 20, 2017 on approving the Satellite Hospital Project in the period of 2016-2020. From 2014 to 2022, the Hospital has trained and transferred a number of professional fields for medical examination and treatment for 06 hospitals in Ho Chi Minh City and 22 provincial hospitals, 37 professional techniques have been transferred. Transfer techniques belong to the following specialties: Ophthalmology, Diagnostic Imaging, Orthopedics, Thoracic Vascular Surgery, Cardiovascular Surgery, Neurosurgery, Gastroenterology, Hepatobiliary and Pancreatic Surgery, Anorectal, Plastic Surgery, Otolaryngology, etc.

The technique intended for transfer must be within the list of technical services approved by the Ministry of Health for implementation at the Hospital.

The unit must possess adequate facilities, equipment, and human resources to conduct the technology transfer.

2. Requirements for the Transferring Personnel

Must hold a medical practice certificate within a relevant scope of expertise as prescribed by law on medical examination and treatment.

Must have experience in performing the technique intended for transfer, as confirmed by the Head of the responsible unit, who is also accountable for assigning the transfer task.

3. Requirements for the Receiving Facility

The receiving facility must be granted a medical examination and treatment operating license in accordance with the law.

It must have sufficient facilities, equipment, and human resources to effectively receive the technology transfer.

4. Requirements for the Receiving Personnel

Must hold a medical practice certificate within a scope of expertise appropriate to the technique being received, as prescribed by law.

Must meet other specific requirements tailored to each particular transferred technique.

5. Technology Transfer Program

Main contents of the technology transfer program:

  • Name of the transferred technique and its application in diagnosis and treatment.
  • Objectives of the technology transfer.
  • Criteria for completion of the transfer.
  • Target participants and entry requirements for the receiving personnel.
  • Detailed transfer schedule (training content, number of lesson periods).
  • Technical documents and reference materials.
  • Transfer methods and teaching methodology.
  • Standards for the technical transfer team.
  • Requirements for facilities, equipment, and other conditions serving the transfer and reception activities.

The technology transfer program is developed based on the actual capacity of the Receiving Party, including:

  • Training the technical team of the Receiving Party at the Transferring Unit in theory and clinical practice.
  • Clinical practice training for the technical team at the Receiving Facility, ensuring the team can initially perform the technique independently.
  • Supervision and support for the technical team while performing the transferred technique, ensuring mastery of the technique and that the facility meets the conditions to propose adding it to their technical service list.

Based on the professional capacity of the receiving team and actual conditions, the Transferring Unit may decide to implement the full transfer process or omit certain steps mentioned above.

6. Criteria for Evaluating Completed Technology Transfer

Completion criteria are established to determine the results of the transfer, demonstrating the Receiving Party's mastery of the technique. These criteria serve as the basis for the acceptance and liquidation of the technology transfer contract.

Completion is determined by the number of cases successfully performed independently by the receiving team within an allowable complication rate, ensuring the facility is qualified to submit the technique for addition to their official technical list to competent authorities.

Upon completion, the Transferring Unit is responsible for reporting the results to the Department of Science and Training.

7. Costs for Technology Transfer

Based on the agreement between the two parties.

8. Implementation Steps for Technology Transfer

The Receiving Party sends a formal document to the University Medical Center Ho Chi Minh City proposing the need for technology transfer.

Based on the proposal, the Department of Science and Training coordinates with the Transferring Unit to appraise the conditions of the Receiving Party and submit a proposal to the Board of Directors. The Hospital responds in writing to the Receiving Party.

The Department of Science and Training, the Transferring Unit, and the Receiving Party collaborate to develop a transfer plan suitable for the Receiving Party's resources and conditions.

After finalizing the plan's contents, the Hospital and the Receiving Party sign a Technology Transfer Contract.

Organize the implementation of the transfer according to the approved contract and plan.

Technology transfer results:

  • Requirement met: Confirmation of results, acceptance, and contract liquidation.
  • Requirement not met: Extension of the transfer period, or acceptance and contract liquidation.
